Cathy Ritchey Cindy Payne, R.N., Dental Center Director History ACOHS President, Dorothy Stratton, first learned that lower-income Ashland County residents were having difficulty accessing needed dental care in 1996 while serving on the Advisory Board for Ashland County Department of Human Services. A professor of social work at Ashland University, Dorothy provided leadership to a task force that formed to address the problem. This grass roots effort led to the opening of Ashland Dental Clinic in July of 1999. During the following three and one half years, 5000 individuals received needed dental care at the Clinic. As changes were taking place within the agency managing the Clinic, Dorothy decided to establish Ashland County Oral Health Services to meet goals of expanding community outreach programming and securing a permanent facility for delivering clinical services.
While directing a maternal and child health clinic in Ashland, Project Director, Cindy Payne, found that her patients were having trouble getting needed dental care. Cindy joined the dental task force in 1997 and assumed an active role in planning and starting up the Dental Clinic. In 2003 she began assisting Dorothy with project development for Ashland County Oral Health Services.
